Turn around times for an appraisal in Central Oregon are about one week from accepting the order. The inspection will be set for a few days out then the report will typically be delivered within 48 hours of the inspection.
An appraiser first does preliminary research on the subject through county and multiple listing services. The next step is to perform an appraisal inspection (not a home inspection) of the interior and exterior of the home (in most cases) to determine the overall gross living area by taking measurements and making note of the quality and condition of the property. Then comparable properties are located and analyzed making adjustments to the comparable sales to make the subject property and the comparable sales equal to each other. Example, If the subject property is 2,000 square feet and the comparable sale is 1,850 square feet the comparable will be adjusted up for differences in the overall living area. The rate of the adjustment is determined by analysis of the market reaction to the differences in the living area.
If the appraisal is performed and signed by a licensed real estate appraiser you can be assured the value has credibility. The appraisal report is many pages long with an abundance of data to support what the appraiser concludes the value to be. Like any profession, experience is critical. I have 18+ years experience in Central Oregon as a Certified Residential Appraiser.
A standard conventional appraisal inspection will take approximately 45 minutes. The appraiser will measure your home from the outside on the first floor and if you have a second floor measurements will be taken from the inside. The home does not have to be deep cleaned, the appraiser is good at looking past clutter. The yard should be clear of land mines if you have pets. The appraiser will need to take photos of each and every room. On VA and FHA appraisal inspections the attic and crawl spaces (if present) will need to be looked at but not fully inspected, just a head and shoulders inspection with a photo. If you have done improvements within the past ten years on your home it would be beneficial to make a list with approximate dates of each update that you can give to the appraiser. Other than that it’s a really easy process for the homeowner. You don’t have to be present for the appraisal inspection but most people tend to be there for the process. Each appraiser is background checked and fingerprinted.
There are three types of appraisal licenses.
Licensed Appraiser – Appraises homes and land up to one million dollars.
Certified Residential Appraiser – Appraises homes and land without regard to complexity or value.
Certified General Appraiser – Typically appraises commercial properties but is allowed to appraise any real property without regard to complexity of value. Most Certified General Appraisers specialize in certain areas such as shopping centers or apartment complexes.
The appraiser’s client is the owner of the report. The appraiser’s client is the person that requests the appraisal from the appraiser and in the end will be paying the appraiser directly for the work. If you are getting a refinance and you go through US Bank, the bank will hire the appraiser and pay the appraiser for the report. You as the homeowner are most likely paying the appraisal fee to the bank but not to the appraiser. You have the right to ask for a copy of the appraisal from your lender. Do not ask the appraiser to give you a copy as they are not allowed to do this.
